Be careful if you want to use Oracle Database in the cloud.
Only available on AWS / Azure / Oracle Cloud in the public (shared) domain.
For example, using Oracle Database on IBM Cloud can lead to license violations without your knowledge.

21c is now available on the Oracle Cloud Autonomous Database, so I think you have a chance to use it for free.
